How does a business owner know if administrative sanctions will be enforced?

If an employee is charged with selling alcohol to a minor during a compliance check, how does the business owner know for sure whether or not administrative sanctions WILL be enforced? Iowa law says that administrative sanctions MAY be imposed and are automatic (no administrative hearing) when there is a criminal conviction under Iowa Code section 123.49(2)(h).
