Is it just me or should they make welfare a little bit easier to sign up for?

I find it hard to believe that with the shortage of nurses, it's that difficult to find work. Maybe you should relocate? And as for your question, no, it should not be easier. If you want govt. assistance, you should be willing to go through a little trouble to get it.
