Is a state administrative code a law or the same as a regulation?

A state administrative code is a collection of the state's administrative regulations. They are promulgated by various agencies of the executive branch of the government, usually to provide implementation details regarding related laws passed, amended or repealed by the legislative branch. They have the force of law, even though technically they aren't laws. They can be changed by the same agencies, on their own or following new legislation or case law that makes some regulation non-conforming.
